As recent as June, 2008, an online opportunity by the name of "Award Pay" entered the fast growing arena of Cash Gifting as defined by IRS Publication #950. Program Administrator, Jeff Owens, says this venture is 100% legal. He hosts a conference call 7 nights per week for members and guests.

Award Pay is represented as being 100% legal and, according to Jeff Owens, Administrator, is not a business or an investment opportunity. He also says this is not an illegal pyramid scheme. Jeff says there is no product to be bought or sold and that the basis of the opportunity is the giving and receiving of cash gifts with no strings attached. He says a person may give a gift of cash to another person up to $12,000 in the calendar year with no tax consequences and that the person giving the gift expects nothing in return from the person the gift is given to. He also says that Award Pay is structured so that people can give gifts using a credit card. The Award Pay Administration can then, if a recipient requests, send the gift out in the form of cash. After some extensive research, Award Pay seems to have distinguished itself from other similar programs on several points. Award Pay offers a free membership along with a free web site. There are no monthly fees of any kind. Award Pay has no requirement for a free member to ever upgrade unless that member chooses to do so. If, however, a person wishes to start receiving cash gifts, they must give a gift to someone else of at least $20. The dollar amounts than can be given in this opportunity are $20, $100, $250, $500, $750 and $1000. We were unable to find another similar opportunity with a gift amount of $20. Most of the gifting opportunities that we compared start with $500 and go to as much as $10,000. This activity appears to have been well thought out. Jeff Owens says it was designed for those who simply cannot afford the more expensive programs and that it is to help improve the lives of average people and provide an opportunity to "work their way up".
